THE Yamaguchi-Gumi, one of the world's largest and most ferocious gangs, is estimated to earn over $6 billion a year from drugs, protection, loan-sharking, real-estate rackets and even, it is said, Japan’s stock exchange. This year, the organisation's 100th, over 2,000 of its 23,400 members split away, leaving police nervous about what fallout might follow; a war between rival gangs in the mid-1980s claimed over two dozen lives. And yet membership of the yakuza?as Japan's crime syndicates are known?is not technically illegal.

세계 최대이며 가장 잔악한 갱 중의 하나인 “야마구치-구미”는 약물, 경호, 고리 대금업,

부동산 투기, 심지어 일본의 증권거래소를 통해 연간 6조원을 벌어들이고 있는 것으로 평가되고 있다.

올해로 100주년을 맞이하는 이 조직의 23,400명 중 2,000명 이상이 쪼개어 지면서 경찰이 긴장하고 있다.

라이벌 갱들간의 전쟁으로 1980년대에 20여 명이 죽었다.

하지만 야쿠자는 엄밀히 말해 일본에선 불법이 아니다.

Finding a mob hangout requires little more than a telephone book. Tokyo’s richest crime group has an office tucked off the back streets of the glitzy Ginza shopping district. A bronze nameplate on the door helpfully identifies the Sumiyoshi-kai, another large criminal organisation. Full gang members carry business cards and register with the police. Some have pension plans.

폭도의 아지트를 찾는 것은 전화번호부를 뒤적이는 수고만으로 충분하다.

도쿄의 가장 부유한 범죄 조직은 화려한 진자 쇼핑거리의 뒷골목에 사무실을 가지고 있다.

The yakuza emerged from misfit pedlars and gamblers in the Edo period (between 1603 and 1868) that formed into criminal gangs. During Japan’s turbo-charged modernisation, they reached deep into the economy; after the second world war they grew powerful in black markets. Their might peaked in the 1960s with an estimated membership of 184,000. At their zenith, they had strong links to conservative politicians and were used by the Liberal Democratic Party (LDP), Japan’s post-war political behemoth, to break up unions and left-wing demonstrations. Such ties may not have completely faded. 

야쿠자는 에도 시대(1603~1868)의 행상인과 도박꾼들 사이에서 형성되어 범죄조직으로

발전했다. 일본의 급속한 근대화 과정 중 이들은 경제분야에 깊게 관여했다.

2차 세계대전 후 이들은 암시장에서 파워를 갖으며 성장했다.

1960년대에 이들은 조직원이 184,000명에 달하며 정점을 찍었다.

이 절정기에 이들은 강한 보수당과 연계되었고 자민당에 의해 이용되었다.

자민당은 노동조합과 좌파의 데모를 깨기 위해 전후에 등장한 거대한 정치 세력이다.

이 연대(자민당과 야쿠자와의)는 아직까지 완전히 퇴색하지 않았을 수도 있다.

This history may explain in part why the gangs are not exactly illegal. But partly under pressure from America, which wants Japan to rein in financial crime, the mob is being brought to heel. Yakuza-exclusion ordinances, introduced three years ago, stop companies from knowingly engaging in business with gangsters. Businesses from banks to corner shops are now obliged to confirm that customers have no ties to organised crime.

 이 역사가 왜 갱단이 정확히 불법이 아닌지에 대해 일부 설명해주고 있다.

하지만 부분적으로는 일본정부가 금융범죄의 고삐를 쥐기를 원했던 미국의 압력 아래에

아쿠자는 뒤로 물러났다.

3년 전에 도입된 야쿠자-추방 법령은 회사가 고의로 갱단과 연계하지 못하도록 했다.

은행에서 소매점에 이르기까지 모든 사업은 고객이 범죄조직과 연계되지 않았음을 명확히

하도록 의무화되었다.

Known gangsters cannot open bank accounts. Still, there are no plans to criminalise the gangs themselves. The police believe that would drive crime underground, says Hiroki Allen, a security and finance consultant who studies the yakuza. At least now they are regulated and subject to the law, he says: gangsters have often been known to surrender by walking into police stations. “If one member does something bad you can call in the boss and take the whole gang down,” he says.

잘 알려진 갱단원들은 은행계좌를 개설할 수가 없다.

하지만 갱단 자체를 불법화할 계획은 아직 없다.

야쿠자에 대해 연구하고 있는 보안과 재정 컨설턴트인 히로키씨는 경찰은 이러한 조치가 그들을 지하경제로 이끌 것으로 믿고 있다고 말했다.

The upshot is that the yakuza still operate in plain view in a way that would be unthinkable in America or Europe. Fan magazines, comic books and movies glamorise them. Major gang bosses are quasi-celebrities. Though membership has shrunk to a record low of 53,500, according to the National Police Agency, "muscle work" is subcontracted to freelancers with no police records.

결국 야쿠자는 여전히 미국이나 유럽에서는 생각하기 힘든 방식으로 운영될 것이다.

잡지, 만화, 영화에서 그들은 미화된다. 갱보스들은 유명인사다.

회원이 53,500으로 극적으로 줄었지만 “근육 노동”은 전과가 없으면 프리렌서들에게

A tougher core of gangsters has migrated from the mob's traditional cash cows into financial crimes that may be harder to detect. The yakuza have also been involved in the Fukushima nuclear cleanup and are thought to be eyeing rich pickings from construction and entertainment ahead of the 2020 Tokyo Olympics. As long as violence from the recent split does not spill over into the streets, nobody expects the yakuza to be seriously impeded. Japan, it seems, prefers organised crime to the disorganised alternative.

갱단원의 핵심인사는 갱들의 전통적인 시장에서 탐지하기가 더 어려운 금융범죄로 이주하고 있다.

야쿠자는 또한 후쿠시마 핵 처리(원전사고 뒷정리)와 연루되어있고 2020년 도쿄 올림픽을 맞아 돈 벌이가 되는 건설과 연예 사업에도 눈독을 들이고 있는 것으로 간주되고 있다.

이번 분열로 폭력이 거리에서 표출되지 않는 한 어느 누구도 야쿠자가 심각하게 타격받기를

기대하지는 않는다. 어쩌면 일본인들은 사분오열된 범죄조직보다는 통제되는 조직을 더 선호하는지도 모르겠다.

However, in a strange thing, the left wings and Unions aggressive in Japan even now. In fact, many of Japanese left-wings are follower of Chinese or Korean nationalism. And most of Yakuzas are Koreans. After WWII, the American occupation army employed gang unofficially. Their main purpose were to kill Japanese people, and steal their land by force. It was a Korean gangs. You don't report on this article about Korean problem in Japan. I am dissatisfied with it.
